Between 1923 and 2001, the United States engaged in three major wars: World War II, Korea, and Vietnam.
It is also worth pointing out that the NPR-A was established not only to provide oil in times of war, but also for a "time when the customary commercial supplies of oil might be insufficient." The Carter/Regan-era gas crisis is exactly the sort of shortage that could qualify, but the Navy still did not open the NPR-A to drilling during this crisis.
